As a Technical Program Manager, you’ll have the opportunity to be on the forefront of driving major technical transformations and scaling platform capabilities across Capital One. What You’ll Do: As a Senior Manager of Technical Program Management (TPM) within Bank Tech, you will lead high-impact programs that drive strategic business goals and scale modern platforms powering Capital One's core customer experiences. In this role, you will lead the delivery of key components of a multi-year platform modernizing our customer-facing systems for the next decade. The ideal candidate acts as a force multiplier—partnering across product, engineering, and multiple lines of business to accelerate execution, eliminate friction, and build scalable solutions. In addition to the technical program, you will also work to pave the way for an expanding TPM discipline within the team, by leveraging your industry knowledge and experience to teach the organization what a great TPM can achieve. Own the operational framework for program execution and roadmap transparency, including dependency mapping, risk escalation pathways, and platform governance routines Partner with engineering leaders to influence technical decision-making, ensuring platform scalability, resilience, and long-term maintainability Establish program-wide visibility and accountability through metrics, dashboards, and executive communication cadences Drive alignment between product strategy and engineering platform capabilities by coordinating across multiple LOB stakeholders Basic Qualifications: Bachelor’s Degree in a technical field At least 5 years of experience managing technical programs Preferred Qualifications: 5+ years of experience designing and building solutions using distributed computing or service oriented architecture (SOA) 3+ years of experience in building distributed systems & highly available services using cloud computing services / architecture - preferably using AWS 3+ years experience building highly scalable products & platforms 3+ years of experience with Agile delivery 3+ years experience delivering large and complex programs - where you contribute to the business or technical vision, collaborate with large cross-functional teams, secure commitments on deliverables, and unblock teams to land business impact Experience in building systems & solutions within a highly regulated environment MBA or Master’s degree or higher in a related technical field (Computer Science, Software Engineering) PMP, Lean, Agile, or Six Sigma certification Experience driving cross-platform architecture decisions in cloud-native, microservices-based environment Exceptional communication and influence skills, capable of engaging deeply with technical teams while translating implications into compelling business narratives that persuade senior leadership At this time, Capital One will not sponsor a new applicant for employment authorization, or offer any immigration related support for this position (e.g. H1B, F-1 OPT, F-1 STEM OPT, F-1 CPT, J-1, TN, E-3, and O-1, or any other forms of work authorization that require immigration support from an employer). The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked. McLean, VA: $200,700 - $229,100 for Sr. Manager, Technical Program Management Richmond, VA: $182,500 - $208,300 for Sr. Manager, Technical Program Management Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter. This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
