WHY IS THIS ROLE IMPORTANT FOR PENNYLANE? Pennylane is building Pennylane Financial Services (PFS), a newly created regulated subsidiary applying for ACPR authorisations as a payment institution and a financing company. From day one of licensing, PFS must be able to operate in full regulatory compliance - not only through policies, but through reliable execution: clear ownership, predictable reporting routines, auditable evidence, and effective coordination across Operations, Finance/Accounting and Compliance & Risk. This role is critical to organise and run that regulatory function, with the ambition to progressively consolidate regulatory reporting ownership within PFS. HOW WILL YOU CONTRIBUTE TO THE PROJECT? You will help build and operate the regulatory office of Pennylane Financial Services, working across Compliance & Risk, Finance, Legal, Operations and Technology. Your initial priority will be to turn PFS’s regulatory requirements into a reliable operating framework: a complete obligations inventory, clear ownership, an integrated regulatory calendar, and effective controls over regulatory reporting and evidence. In practice, you will: - maintain the authoritative inventory of PFS’s regulatory obligations; - coordinate the regulatory-reporting portfolio and directly produce selected returns; - establish clear responsibilities, reporting controls and escalation paths across contributing functions; - support supervisory responses and commitment tracking from day one; - coordinate regulatory change with Compliance, Legal and the relevant subject-matter owners; and - support regulatory governance through clear reporting, decision tracking and follow-through. You will not replace the specialist accountability of Finance, the MLRO, Legal, Risk or Operations. Your role will be to make their contributions converge into a controlled, timely and inspection-ready regulatory process. As PFS grows, you will help shape and evolve its regulatory operating model and governance arrangements. WHAT WILL YOUR DAY-TO-DAY RESPONSIBILITIES BE? - Maintain the regulatory-obligations inventory: keep a complete and current view of PFS’s recurring and event-driven obligations, with clear owners, deadlines, controls, approval routes and evidence requirements. - Run the integrated regulatory calendar: coordinate contributors, dependencies and review milestones across Compliance & Risk, Finance, Legal, Operations and Technology, escalating delivery risks before deadlines are affected. - Coordinate regulatory reporting: oversee the end-to-end reporting portfolio and directly prepare selected returns, while ensuring specialist functions retain accountability for their underlying judgements and data. - Establish reporting controls: document and operate source-to-report lineage, reconciliations, variance analysis, maker-checker review, sign-offs, submission evidence, correction procedures and backup arrangements. - Coordinate data-quality remediation: document reporting-data issues, assign them to the accountable function, monitor resolution and escalate overdue or recurring problems. - Support supervisory responses and commitment tracking: maintain a reliable record of requests, responses and commitments; coordinate contributions and evidence under the direction of the ACPR relationship owner; and escalate delivery issues to PFS management. - Coordinate regulatory change: work with Compliance, Legal and relevant subject-matter owners to translate new requirements into impact assessments, accountable owners, implementation plans and evidence. - Support regulatory governance: prepare concise status reporting, maintain decision and action tracking, and ensure regulatory matters reach the appropriate management or governance forum. - Improve tools and processes: define practical requirements for workflow, evidence storage, reporting production and regulatory remittance, reducing manual effort without weakening controls. PROFILE WE ARE LOOKING FOR Must-have - Meaningful experience in a regulated financial environment, in one or more areas such as regulatory reporting, regulatory operations, prudential reporting, compliance, risk, finance, internal control or regulatory advisory. - Strong understanding of reporting controls and data quality, including reconciliations, source-to-report traceability, review and approval controls, exception management and auditable evidence. - Sound regulatory judgement: ability to understand a requirement, identify its practical implications, recognise when specialist Legal or Compliance input is needed, and translate conclusions into ownership, processes and controls. - Strong execution discipline, with a demonstrated ability to coordinate recurring deliverables, manage interdependencies and meet fixed deadlines reliably. - Ability to work effectively across Finance, Legal, Compliance, Risk, Operations and Technology, while preserving clear accountability between functions. - Ability to build structured and durable ways of working—including registers, calendars, procedures, templates and knowledge bases—in an evolving environment. - Clear and concise written and verbal communication, including the ability to explain issues, assumptions and required decisions to senior stakeholders. - Professional fluency in French and English. Nice-to-have - Experience with ACPR reporting, supervisory interactions or the French regulatory environment. - Experience in a payment institution, electronic-money institution, financing company, bank, regulated fintech, supervisory authority or specialist advisory firm. - Exposure to more than one regulatory domain, such as payments, prudential reporting, statistical reporting, AML-CFT, fraud, incidents or financing activities. - Experience coordinating regulatory change, supervisory requests, inspections or remediation commitments. - Familiarity with regulatory-remittance tools, reporting-data lineage, workflow automation or evidence-management solutions. - Experience building or materially improving a regulatory framework in a new entity, licensing programme or operating-model transformation.
